Nine departments including the Ministry of Commerce, the National Development and Reform Commission, and the General Administration of Customs recently jointly issued the "Opinions on Supporting the Healthy Development of New Energy Vehicle Trade Cooperation" (hereinafter referred to as the "Opinions") to guide the promotion of the healthy development of new energy vehicle trade cooperation. Industry experts said that the new policy will not only help promote the growth of my country's automobile exports, especially new energy vehicles, but also help promote the upgrading and development of the automobile industry and help the manufacturing industry develop toward high-end, intelligent, and green development.

 

The "Opinions" proposes 18 policy measures from six aspects, including improving international business capabilities and levels. It also clarifies the specific division of labor of relevant units and actively builds a fair, stable, inclusive and convenient trade environment.

 

In terms of improving international operating capabilities and levels, five measures are proposed, including encouraging overseas R&D cooperation, improving overseas compliance management capabilities, strengthening cooperation with relevant overseas enterprises according to local conditions, strengthening after-sales capability building such as overseas maintenance, and actively cultivating international talents. It is worth noting that the "Opinions" encourage industry organizations to strengthen research on overseas markets and guide new energy vehicles and their supply chain companies to optimize international cooperation based on factors such as market size, trade potential, consumption structure, industrial complementarity, and country risks.

 

In terms of improving the international logistics system, two measures are proposed, including optimizing transportation management and strengthening transportation support and services. For example, actively participate in the International Maritime Organization’s formulation of international standards and rules for the transportation of new energy vehicles and power batteries; encourage shipping companies and new energy vehicle companies to jointly integrate warehousing and logistics resources in overseas markets, strengthen the sharing of relevant facilities, and take multiple measures to ease exports The problem of vehicle pressure stagnation in the "last mile".

 

In terms of strengthening financial support, four measures were proposed, including optimizing credit support methods, giving full play to the role of export credit insurance, improving corporate exchange rate risk hedging awareness and capabilities, and facilitating RMB cross-border settlement. For example, qualified insurance institutions are encouraged to actively provide credit investigation and country risk research services to banks and related enterprises; banking institutions are encouraged to optimize financial products and services and provide new energy vehicle companies with comprehensive services covering RMB financing, settlement, etc. Financial Services.

 

In terms of optimizing trade promotion activities, two measures were proposed, including actively supporting enterprises to carry out business activities and strengthening public platform support. These measures include encouraging exhibition companies to hold exhibitions in new energy vehicle-related fields overseas, encouraging qualified local and industry organizations to hold brand promotions in key overseas markets, and supporting companies to build globally renowned brands.

 

In terms of creating a good trade environment, three measures are proposed: promoting the internationalization of standards and mutual recognition of conformity assessment, giving full play to the effectiveness of free trade agreements, and improving import and export management policies. The "Opinions" propose that it is necessary to implement high-quality free trade agreements that have taken effect and support new energy vehicle and power battery companies to fully utilize the preferential arrangements of the free trade agreement.

 

In terms of enhancing risk prevention capabilities, two measures were proposed, including giving full play to the role of multilateral and bilateral mechanisms and actively and properly responding to foreign trade restrictive measures. Specifically, make good use of platforms and review and supervision mechanisms such as the WTO Committee on Technical Barriers to Trade to create an open, transparent and predictable international trade environment for China's new energy vehicles, power batteries and other products, and effectively maintain the stable and smooth operation of the global supply chain of related industries.
